Even when the watch is fully wound, it stops and cannot advance past specific time (pm 9:40ish). When I adjusted time with crown, It feels more tight and stiff compared to normal. Now it’s working correctly... (it happens intermittently) why is it hapenning? is it a sign for significant damage of watch? or just need. service??

OK, the hands are not the problem, but the guts of your watch has many little gear wheels and gubbinses with lots of delicate teeth and other fragile bits that, if not in good condition, can affect the operation of the watch. My advice would be to stop winding it, stop setting the time, and take it to a decent watchmaker.
It could be a number of problems. Perhaps the seconds hand is touching the crystal? Or it could be movement related. Either way you are going to need to take it to a watchmaker to diagnose.
Probably a mis-alignment between the marzet bearing and the panametric fam. Or it could be inverse phase de traction of the cardinal Grammies. Who knows?
the seller insist it was serviced recently, but it’s undefined. My watch miss the spring holding date wheel correctly, so the date is not aligned now. my hypothesis is the incompleteness of date wheel can be a problem.
Unless you have proof of a service (not just the seller's word), assume it will need one when you buy.
