Thank you everyone, since this watch and my Grandpa mean a great deal to me I'll be sending it in to Bienne. Appreciate all of your help navigating this unknown world!

In your case, I believe the bumper is serviced in Switzerland only. So you would send it to Switzerland (you call them and they supply the packing material, etc) and ship it off and after what seems like forever, you receive back your watch looking as close to new as they can make it.
If you take the watch to an Omega Boutique, they should be able to arrange for the shipping to Switzerland. This is a nice service by them, since they supply the materials, insurance and customs information both ways.

If I remember right, you can also call customer service and they'll mail you a box. I base this on comments here, I have never done it.

Quick Update: Apparently my Grandpa had a great relationship with a watch store down in Florida, so I am going to get their opinion first and see if they have a file on any previous work done to it.
