No kinda neat system. It's a 1/10th seconds stopwatch. Basically the second hand moves 600 times a minute. The spacing on the "comb" are not exactly the same size of the second markers. To read the time you take the main second hand and look where exactly the comb matches the track.
So his reads 24.8 I think. As the 8 on the comb matches the markers exactly.
