Yeah is that how it was intended to look? Or is this some some kind of strange reaction that caused it to turn those colors?
The green on the dial is possibly a verdigris type reaction from copper in the dial, I would imagine. I have seen it before and a skilled watchmaker managed to remove the green colouration by carefully rinsing with (iirc) a weak acidic solution and then plenty of careful rinsing with water. Perilous task I would imagine.

I'm sure I recall someone telling me that this dealer is extremely young, perhaps even in his late teens or very early 20s. Of course, this is not an excuse if he is misleading people intentionally but we all make mistakes when we're young and I suspect it is mainly a case of over-enthusiasm and perhaps a little inexperience.
