IWC Mark XV Transitional Hybrid Dial

Hello, this is a topic that I don't see too often.

According to the internet, the Mark XV replaced the Mark XII in 1999 and remained in production until 2006.
IWC also started to transition from tritium lume to luminova at this time.

What is curious to me is that some dials of the Mark XV, although marked "tritium", seem to contain luminova lume whilst the hands remain tritium.
There seems to be such "transitional" range between the full-tritium models and full-luminova models.

Here in my example, the lume on the tritium hands have long died, but the dial still shows good lume.
This piece has been serviced by IWC and all of the parts are original to the watch.

What are your thoughts on this "transitional" phase? Is it a common occurrence in watches?
