I wonder, maybe the dial was refinished in the far east? The È looks strange too...

Too broad. Some of the best redials in the world are done in South Korea and Japan, though their focus is typically Japanese models.

I have seen very good KS redials indeed. But they are quite capable of doing bad ones too.
