I'm looking to buy a vintage manual wind 30mm Omega but looking for something authentic. Do either of the watches below look refinished?

For the first watch, it's hard to say. The markings appear to have different shading (e.g. the "12" is much darker than the "3.)

But this could be a result of many things: the lighting in the photo, uneven light exposure on the watch (i.e. the right side may have been exposed to more sunlight), etc. I can't can conclusively, but wouldn't be surprised it was original.

Second watch looks great and 100% original, in my opinion!
