Real victim? There are so many ways to interpret this that its almost preposterous to speculate. First of all, implicit in the prostitute/John dynamic is an exchange of money for sex. That is a contract of sorts. There was likely no agreement made that the John would pay money and contribute watches to the transaction. Thus, if they were taken without his consent or knowledge, he was indeed a victim. Is the woman a victim because she was forced into a life of prostitution? Perhaps..perhaps not. We don't know. Just like we don't know if the man is in a sexless marriage, or perhaps his wife is ill and informed, and he needs some intimacy in his life. Is he a sad victim of life's circumstances? Again, we don't know. So speculating on assumptions is just folly. But within the constraints of a generally accepted contract, whether legal or illegal, drugging and theft is not standard behavior, whether or not it is a possible risk. Therefore, on balance, the John was indeed the real victim.

Actually the term "Tampon Strings" is a decades old inside joke bastardization pronunciation of the small town Tarpon Springs here in the Tampa Bay Area. Along the lines of " Duneatin' " for Dunedin, " Queerwater " for Clearwater, and " Salt Petersburg " for St. Pete. Not everyone elsewhere " gets " the idea and we may be a little backwards down here but many of us can actually read ( and even write ) quit explicitly.
I think there are too many unknowns to make absolute statements here, but I am left with the impression that no one involved could be legitimately referred to as, "the innocent party". The fact that the lady in question set out to sell sex, commit theft, and went equipped to do so (the article mentions her drugging those she stole from), doesn't suggest to me that she is innocent of crimes. The fact that the men in question set out to buy sex, equally doesn't suggest they are innocent of crimes. Morally, and from a wider societal perspective, there's a whole lot of other stuff that could be unpacked.
