Help with Omega Cartouche dial

Hi All...
I just won it in an auction. In my opinion all is fine for me. But the dial does not have a chronometer. Can anyone help me understand this? It certainly needs a service.

Chronometre is missing because it is most likely a re-dial

This one doesn’t have the “plank” dial, but at least you can see how a typical Omega logo and fonts would look for this reference.
