Help with an Omega Connie Pie Pan Crosshair

Hi all, after striking out on my last pie pan, I would really like to vet this purchase in advance with the seasoned pros. This was offered to me by a seller in South America. Upon first look, it looks good to me and the only major issue seems to be tritium loss on the hands as well as the dial spotting. I can purchase it for about $1,300 USD. Does this seem like a good price? I usually try to avoid plated watches, but appreciate a good bargain. Would ya'll consider this a bargain or should I hold out for a better example? Additionally, is the star on the dial not lining up with the crosshairs suspect? Thank you for your time and help!

$1,300 seems a tad high to me considering the worn case, missing lume on the hands, wrong crown and minor dial condition issues.
