Help Identifying LCEVE Insignia on Vintage Omega Seamaster Quartz Ref. 196.0072

Hi everyone - I recently picked up a vintage Omega Seamaster Quartz, ref. 196.0072, powered by Caliber 1315. It appears to be from the late ’70s or early ’80s. What’s interesting is the unique insignia both on the dial and the case back, featuring the letters LCEVE and a symbol with wings and a lightning bolt. I’ve attached photos.

I’m wondering if anyone here recognizes this - could it be military-issued? Maybe French or Latin American aviation-related? Or a commemorative piece? Any help decoding this or guidance on where else to dig would be much appreciated!
