You don't see too many of the 23 jewel movements, they were only sold for a short time as a stop gap measure by Roamer whilst they developed their own movement.
The one Roamer used is a Felsa 4002 or 4007N movement which Roamer reworked to their own standards whilst developing the 44 jewel MST436 and 437 calibres.

They don't have a model number as such from Roamer as this wasn't something that Roamer was doing in the early 60's
Hard to ascribe a value to them, eBay sold items probably would be the best way to determine value however it is not high, Roamer is a very underappreciated brand, they are however top class watches.
Your lens would benefit from a polish either that or your photos are not to good.

Hard to tell exactly the date of manufacture but likely somewhere around 1960 to 1964, its interesting to note that yours doesn't have a separate chapter ring for the minutes which to me speaks of a later watch rather than earlier.
Another point with dating Roamers that don't have a reference number is that Roamer seems to have continued with some of its older calibers way past expected dates of movement manufacture as in my 2 examples one with the earlier separate chapter ring and the other obviously later one with out the chapter ring even though the Felsa movement was only a stop gap measure they seemed to use it well beyond the expected dates given that it had been superseded by later calibers, maybe they were just using up excess movement stock?
When Roamer changed from its MST436/7 to the MST470/1 mid 1960's the separate chapter ring was done away with.
I wouldn't be to concerned about Arabic markers (numbers) as opposed to none, I am quite certain that Roamer had a department set up to make sure that no 2 dials ever looked alike. I have more than 60 Roamers from the same time period as yours and no 2 have the same dial! quite bizarre compared to other watch manufacturers of the day, mix and match seems to have been their byword.

About your only clue is the 23 jewel on the dial but even then its not always there.
They have a square date window, the MST437 have a parallelogram shaped one, the 21 Jewel also has a square one to add to the confusion and there are some manual wind 17 jewel movements with the square date widow too though these are generally smaller diameter watches ie 31- 33 mm.
The case backs can provide a bit of a clue but they are still the same on the 21, 23 and 44 jewel watches.
