A "curtain dial", if I am not mistaken.
I remember a Seamaster with a similar dial being listed for sale here a couple of months ago.

 

Actually it is still for sale in the private watch sales forum with the dial referred to as a 'tuxedo' dial.

From that picture I'd go with redial + relume (well, naturally...). The script looks off and the lume plots are too big. The hands could be okay.
