Heat tempered blue hands were quite common a hundred years ago (give or take a few decades). Why are you skeptical about the hands ? They look period correct to me. I know nothing of this brand though...
The hands are called "moon" hands and they are correct for this watch. Many different dial and hand combinations on these. Only produced for a couple of years before the company succumbed to the economic ravages of the Great Depression. Nice example! gatorcpa
