The serial number can be used to get a pretty accurate estimate of the production year, but it is hidden by the rotor in that photo. I suppose that someone could put a value on it, but personally I would just suggest looking for a better one. The condition of that watch is not appealing to me, and based on the condition of the rotor, you should expect some extra repair costs.
You can use a standard Omega serial number chart to determine the production date if you know the serial number. Just google omega serial number chart.
Don't believe everything you hear about watches being serviced. Anything's possible, but I would be surprised if someone truly paid to have a watch in that condition serviced before selling it.
