It’s lovely but I’m guessing the answer to your question is because the dial has been “professionally refinished” which is probably not appealing to many collectors.
Why hasn’t it gone to eBay where it belongs, I suppose you mean? By the way, can a watch serviced in June 2019 still be considered to have “just been serviced”?
In my own collection, service within 3 years counts as "just serviced". But as my watchmaker correctly states, time is irrelevant. If the amplitude and power reserve are satisfying, it does not matter how many years have passed since the last service.
