This one in Germany may not ship to me in the US

The pictures stink. What details I can see look okay but those photos leave a lot to be desired in determining the condition. I'd be sure to clear up any shipping issues and ask for better photos (in focus, taken in natural indirect light) before making any kind of decision on it.

It looks like paint has crept up the sides of the applied markers. Isn't that usually a sign of dial repainting?

It is on a dial with applied indices. With a stamped dial it's not as simple. I don't know if this is stamped.

I am sorta leaning towards redial. It looks like the paint is on the sides of the markers in a few places like someone wasn't really careful when applying it. Honestly though, at that price I'd still buy it.

At present it’s at a very attractive price and if it stays around that figure it’s either a 'snip/catch' or a very attractive every day wearer with a nice case and great movement.

I don’t think that every watch I collect has to be in pristine vintage condition although it’s a bonus if it is.

And, with this one, it should hold it’s value and you’ll probably get what you paid for it if you decide to move it on.
