Does anyone understand how watch tariffs work currently for watches coming into the US?

And just to be clear, what we're discussing, the de minimis exemption, only applies on something under $800.

The main reason USPS does not collect duty, by the way, is that they don't have good systems for doing so. So my argument would be to go ahead and buy what you want now, and ship through the postal service. They have been on a multi year mission to modernize their systems, and at some point they might just start collecting.

You're not making a strong argument for the rationale of that EO slowing the shipment of synthetic opioids.

But your advice is realistic. My limited experience with the USPS is similar. They can take forever, though.

I'm not really trying to make an argument, but explain the stated rationale. If I were to start making an argument about that, it might turn political real fast, and I don't believe I'm supposed to do that.

But it's very unlikely that tomorrow, anything changes. The secretary of commerce was supposed to give a recommendation on Macau 90 days after the EO, on April 2. So that's July 1. Nobody has said anything about changing it for the rest of the world. It seems that is being negotiated country by country.

As a data point for the OP's original question. I have a newly purchased (vintage) watch arriving this week. It's an Omega, so Swiss origin. The watch was purchased from a dealer elsewhere in Europe, and DHL Express is the shipping company. The purchase price was over $800 USD, though the commercial invoice lists the actual amount in Euros. I received an email message from DHL requesting payment for US customs. The requested amount was 10% of the commercial invoice plus a few dollars (around $15) for DHL's service fees. There was no watch worksheet provided, and no tariffs based on movement, case, or bracelet.

Saying it's stupid is political. Repeating that the effort is to stop precursors from coming into the country is hardly political. I don't know of any political party that is in favor of fentanyl. Whether it's effective or not is a different topic, and honestly it's not my expertise.

The EO leave it completely open ended. If and when the secretary of commerce says they are ready to eliminate de minimis on x countries, they can do it.
Glad we are in agreement…that’s what I’ve been saying all along…
