O is for Omega
In the past, this has been called an identification for a replacement rotor. Not sure that I've seen anything official confirming this, but replacement rotors do come with this circle when ordered new from Omega.

This is why I don't wear mechanical watches. First, I rarely wear the same watch every day, so I would be constantly resetting them. Second, they require servicing. I wear Bulova, but would not turn my nose up about an Omega Presidential. If I ever bought a mechanical watch, it would be gold, and an Omega.
