If we are commenting on condition, the dial is also poor, since someone has completely removed the minute track between 4 and 6 o'clock.
It looks like someone made a botched attempt at patching up a part of the dial with paint.
1. Jaeger-LeCoultre watches of this vintage (1940’s or early 1950’s) generally had “Swiss” at the bottom of the dial.
2. Black dials were relatively rare during this period, except for specific military issued watches. This is clearly not a military watch.
3. Having a black painted seconds hand on a black dialed watch make almost no sense. Very difficult to see.
4. Radium numeral look very crude, like they were inexpertly hand painted.
Too much evidence points in the direction of this watch not leaving the factory with a black dial.

Lots of rust on this one, but I think the dial is original. The case is in poor condition also.
You really want to stay away from chrome plated cases. One little scratch and moisture gets under the plating. The brass case starts reacting with the water, gas forms, and then the chrome plating starts coming off in chunks.
