My Dad is a huge Omega guy too. The main difference is he likes the 20's to the 40's watches and absolutley loves watches with moon-phase complications. An opinion of this dial and hands would be greatly appreciated.

 

Well it looks like an original dial on a ref 2471. A little tired and patchy. I'm not sure it's one I'd want to spend looking at for any length of time, but having said that the photo is very poor so it is very possible it will look a lot better in the hand after some Polywatch love.

I think the moon disk has been replaced, I don't like the stars or the dark blue colour, I'd expect it to have faded to a brown and have better definition. From what I can see the case looks pretty sharp on the lugs which is a positive.

 

Can you give me an estimate of value range?

If I was buying based on that one photo and no additional info, which is what you've given me to base a range on, I'd say E1000-1200.
