Why would a Constellation case back have a "Stainless steel" stamp on the inside , but have the stacked bars on the back?

The caseback itself has the stainless stamp inside of it and stacked bars outside of it. The watch is all silver but how else would I know if the case is SS or WG?

I remember reading that when the observatory has what look like stacked bars under it , it is an indicator that the watch is gold.

Yes, that's true for most of earlier models but not the hidden crowns. (168010)

On some hidden crowns, we see SS case backs with brickwork observatory.

So on those watches with brickwork and SS case backs, were the Cases SS or WG?

It's always a SS case when it has a SS case back with brickwork obvervatory.

I forgot to mention the Constellation C cases, they also have SS casebacks with brickwork observatory.

    That's for earlier Constellation.
