I would lean toward a redial as well. The font is crude and there is some clear mis-alignment between the applied markers and the minute track.
You should be concerned, because its a bad one too. The gold plated case is also heavily worn particularly along the bottom edges of the lugs.

It's been a few months that I've been searching for the right Longines, Universal Geneve, Omega, or Vulcain. I feel perpetually lost...
Would be a lot easier if you decide to start with one of them, for example Omega Seamaster mid 1960s...
