I doubt it. The account may be inactieve rather than deleted (actually, if you can still see the post count it’s probably still there). Even if it were gone, I think it’s kinda dubious to assume someone else’s handle.

 

Identify theft is a crime nowadays...

 

Part of the fun is creating your own online identity... I can’t imagine why you would want someone else’s - just be creative and be ‘yourself’ !
