Can this dirty dozen be repaired?

A family member owns what they think is an Omega dirty dozen. I sent it to my watchmaker for service--it had stopped running--and he doesn't think he can repair it, noting damage to the regulator and its jewel, the hairspring, and balance. I've attached a photo he sent. I thought that dirty dozen used a 30T2 caliber but this seems, if I am not mistaken, to be something else (I see what looks like a 16x on the plate.) So my first question is what cal. this is? Second question is this a genuine dirty dozen or a Franken? Third question is whether it can be repaired.

The movement is definitely a 30T2, you can see the 30T2 under the balance wheel. Its just not a shock-jewel version, so just a plain 30T2 (not a PC).

I don't know anything about this reference, but the dial seems to match. You're also missing a movement ring in that picture.

As far as a repair: There is a reasonable amount of movements and spare parts available even on ebay, ~$300 gets you a parts movement. ~$400 US gets you a complete balance, but unkown if that is a 30T2 or a 30T2 PC (https://www.ebay.com/itm/116472022661?)

So parts look available, so it seems repairable to me. Parts search without spending quite a bit of money is going to be your challenge, but the parts are somewhat available it looks, so 'repairable' comes down to 'how much do you want to spend' 😀

You'd probably do better finding a watchmaker that specializes in vintage repairs though, as they could possibly make parts/repair things like this. Hairspring repair/replacement (at least of a nonoriginal one) is a bit of a harder task vs just parts-swapping, but can save a bunch in that case.

Thanks for the feedback @ErichKeane . My watchmaker is well known, but I will look for someone who specializes in vintage repairs. I'd welcome suggestions. I am in Tampa, FL but am prepared to ship as needed.

I don't have any good suggestions, but others here might! Finding someone who can do vintage stuff (to the point of perhaps having to use a generic hairspring/etc) is a little tougher, but out there!

Maybe @Archer has someone in his network?
