I have not seen one of these before, it is a nicely made tool but I am not sure of age.

Correct. That's one sweet looking industrial tool you got there. No idea when it's from. Your best bet is to post this over at the AWCI forums. There's some old time watchmakers who hang out there, and I'm sure a few of them have used your tool.
