I am buying my first watch and would like help regrading authentication and value. How much should I pay for it? Additionally, is the dial refinished and does it hurt it's value and what's not. Help is appreciated here! Thanks for the kind attention!!

Case markings are fake.
Probably an Uruguyan fake.
Avoid.
