The way I interpret the listing is that he moved some of the item cost to the shipping ? My guess this is an attempt to circumvent final values fees (which will not work).
I've just asked him if I can collect and pay in person - I can fly first class to collect it for what he is charging and have a holiday to boot
My guess is he keeps the shipping anyways, he doesn't send product, or bad product, and then you return, but shipping is non refundable. Becomes a 2,000 punt....not worth it IMHO

I was in Sri Lanka 10 years after that watch was made. Beautiful island (albeit pre-war), and the people were very nice.
