    I can't take my eyes off the hands. Why pay for a new paint job and not fix the chrome?

    The "crackle" is called stippling - and it's a sign of a poorly applied paint job, usually because the surface wasn't cleaned properly or the paint was sprayed with a nozzle that wasn't fine enough.
