Are the inserts on the indices in the original posting made of amber? Topaz? They are so sharply faceted that I want to think that they are a semi-precious gem.

I've not come across a gold dial with baton indices that doesn't have the usual fat, flat, onyx inserts.
However, the dial does look to to have the tell-tale vertical brushing of a gold dial of the era and Omega did do arrowhead indices gold dials without inserts.
I don't think Omega did gold-filled dials for Constellations.
The only way to be sure is to look at the back of the dial which will be stamped 18k if it is solid gold.
If it is a gold dial, then yes, it would be a 2954.
All gold indices on Constellations were solid gold - it would make sense that on an 18k watch the indices would be 18k.
