Most people don't know what really goes into passing a COSC test, so when someone says its "running within COSC specs" they usually just mean that the average rate is between -4 and +6 seconds per day.
This is what I figured they would be implying if they know anything at all about COSC specs. I just find it hard to believe that nearly every one of their vintage watches are still truly that accurate, but I suppose it's possible.

On another note:

FWIW (not much now, or course!) I got an answer from Jacek regarding my original question in the title. I had asked him 'did Rolex sometimes put a 5512 engraved back onto a 5513?

Jacek said:

Most of the younger series 5513's come with 5512 casebacks.

It is not a problem at all.

Nice, quick weekend response from him...

...and this jibes well with what I've already been told by a few of you already...馃憤. Of course, I've already ruled out the watch for the above previously discussed reasons anyway, so, thanks for all the help!

I've noticed that some of the 5513 dials had applied markers, and many others had painted ones. Anyone know why? Just curious ...
The 5513 was made for 27 years, from 1962 to 89

In the mid eighties Rolex added the applied white gold markers to their watches. Evolution
