Silver would tarnish too quickly and I don't think they'd use white gold on a tool watch (it'd be rhodium plated anyway).

Rhodium plated gold sounds right to me. It's likely the same part as was used on the higher level Omegas (Constellations, Seamasters, etc.)
The cost of these applied gold figures was minimal back then. In fact, it's minimal today:
