I’m not familiar with fixed bars, does this look right? Also looks like there may have been a repair on the lug. Seller never answered my questions which is a obvious red flag. Thanks in advance

IMHO that lug was fixed some times ago. Anyway - always IMHO - this is not the best pic to understand it, because from this, it looks like dirt. In other pics it's clearly visible the fixing work done.

It looks like those fixed bars are just retrofitted onto the lugs.
