yikes. Is that for eBay transactions or all Paypal transactions? I may have to re-think the merchant CC processing arrangement I use elsewhere.

Notice came from PayPal, so it applies to all PayPal transactions, eBay or elsewhere.

I will be seriously looking into Amazon payments and Stripe.

From a seller (me!) who has never had a disputed transaction, that's just ridiculous. It really does open up the door for all kinds of buyer fraud.

I think I know where this is going...

eBay really wants to split off the collectibles part of the auction business from the general merchandise. I've noticed that they are now using the more traditional auction house model of charging buyer and seller fees for certain specialized auctions.

My prediction is that eventually all but the very cheap quartz stuff will be segegated on a separate web site from regular eBay and different rules will apply.

Until then, it's both buyer and seller beware.

So if I buy a vintage watch from Ebay........then five & a half months later,....... after I have worn it 50 times,......... got it wet 20 times.....overwound it 10 times, & dropped it three times..........I can then return it, for all my money back !!

..............And this will not be abused ?..........In your dreams

As a buyer it's great news, as a seller you are basically given out a 180 day warranty. On top of that if the product is fine but the buyer decides he doesn't want it anymore they just sends it back for a refund.
The poor photos and flaky descriptions of watches on eBay make me laugh. It's much easier to buy with confidence on this forum, any sub standard watches get sniffed out like take away on here.

+1 to that. After seeing that last gem that Dennis sold, I'd be happy to make the trip for a face to face transaction and avoid any fees.

PayPal has always been on the buyer's side, that's why I insist on using it for new sellers. Yes, and it is a nightmare for me as a seller. You just can't win everything

I'm only ever a buyer but find PayPal annoying. They've pulled the plug on my account on two separate occasions a few years with no good explanation. I was set up for bank draft, the money was in the account, and I'm employed with the bank for cryin' out loud. No issues on my end but I had to scramble to make other arrangements and never got to talk to a warm body either time to find out why. After the first time, I opened a second PayPal account to have the use of it but it was abruptly suspended a few years later, again with no issues on my end and no explanation given. I still have a PayPal account but don't use it, preferring to make other arrangements for Ebay purchases.

The lack of easy access to PayPal personnel is off-putting.

Monopoly power. Pure and simple. It worked for bill gates. It will work for Paypal. Regards, Bill

I think they used to have some algorithm to automatically detect and remove accounts with fraudulent activities, not sure if they still have it or not. I had a similar experience once 5-6 years back and I've only ever been a buyer/payer and never received a penny through it. Call and email only received a short "final decision" answer. Still nervous if it will happen again for no reason.

Let's hope there's some serious competition to PayPal so all of us would benefit

On top of all that's been said above ebay has just raised their maximum fees for private sellers (non-store sellers) from $250 to $750.
    Outrageous!::rant:
