In the US, even used property is subject to tax when re-sold in those states that have a sales tax.

Whether the sales tax is actually collected by the seller for remittance is another matter entirely,

In Indonesia sales tax is Value Added Tax, meaning if the buyer pay the VAT the seller could claim back the VAT when he bought the item he later sold. In used item no proper paper enable one to do that. Meaning there is double, triple, quadruple or more tax for a used item that change hand repeatedly. That's why nobody bother to take care tax for used item except for property.

Two totally different animals, VAT and sales tax. The major difference is that there is no deduction or credit for any sales taxes paid under the US system. Businesses that purchase goods specifically for resale (like a department store) are exempt from sales tax on those goods, but not on ancillary expenses such as rent and administrative expenses. A few states have sales taxes on services, like accounting, legal, etc. Those sales taxes cascade many times over, as those business really have little cost of sales outside of salaries which are always exempt.

The State of Texas actually has a VAT on businesses. Businesses are allowed a deduction for their costs of sales (like European-style VAT) or salaries, whichever works out better for them. But Texas also has a sales tax for both businesses and individuals.

One additional info before class dismissed..... In Indonesia there is no differences between ordinary business or retail business sales tax. Both are VAT of 10%. However retail business could reduce the VAT to 2% if there is no paper on the goods, or 0% for basic necessity goods like staple foods.
