    In Germany, such stuff is called "Autobahngold".

    This phenomenon started in the late 50's and was recognized until the 70's. And currently... it's coming up again.
    In Germany, each Autobahn have authorized "Raststätten" (directly translates as "resting places" = service plazas) every 30-100 kilometers
    where you can fill up gas, have something to eat (similar to some rather expensice diner) or pick up some stuff.

    The "Autobahngold" scam works as follows:
    Let's say you make a stop at a Raststätte for picking up something to eat. After having run your errands, some guy comes over to you and starts to tell you a story like he ran out of money an he's trapped at that place because he can't get fuel. But WOW, after having said that, he presents a nice looking golden watch, very nice looking... he says, "I know...this watch is much more valuable, but I'm in a hurry, gimme some 200 bucks for that beauty so I can fill up my tank and manage to still reach my important appointment in time...don't think twice, this is your deal of the year!". You only think once: "WOW, this watch must be worth at least 1500 or 2000 bucks, let's do it!" And then you buy one of those worthless copies, you buy "Autobahngold".

    But the movement looks like its rubbing hard on the case back. If they can't prove its fixed, the watch needs to be cheap.

    Would you say that is a fair price? It is running good now but do you think it would need repair in short time if it is rubbing hard in the case back?

    So it's fairly cheap, but the case is in rough condition, crown looks lost, and you have a strong suspicion the rotor axle is knackered. I'm not sure if the parts are available, so if it were me I'd keep looking.... others may disagree.
